Victor U. Garcia, P.E.- Texas Chemical Engineer, Chief Engineer and Owner of Nessa Engineering

Mr. Garcia is a professional engineer with background in ammonia, urea, biomass/used tires gasification and oil and gas midstream/downstream. With over 45 years of experience as a Chemical Engineer, He has skills in securing client projects, conducting business efforts, coordinating teams and negotiating solutions to problem issues across discipline lines. He strongly believes in continuous improvement and has strived to improve his skills and to be a top quality engineering leader. He is a skillful problem solver and is an enthusiastic mentor. Using engineering tools such as BRE ProMax, Aspen’s Flarenet Header, SimSci Pro II Vision, WinSim, Microsoft Project, Excel, and PANDA, He has conducted hydraulic calculations, established line lists, conducted equipment design/review, sized flare headers and equipment. He led the Process Safety Management (PSM) efforts for Agrium US and developed Management of Change (MOC) system, prepared costs estimates, conducted FEED (Front End Engineering Design) studies, and prepared the necessary PFDs and P&IDs.

During the time that OSHA rolled out their PSM Standard requirements he was selected to take the lead role and develop Agrium’s PSM. As the lead man for this mission he assembled a team consisting of management from Maintenance, Operations, Health/Safety, Engineering, and Environmental department. The team developed a MOC system to ensure that all potential projects were evaluated for PSM applicability.

A major accomplishment was the startup of a small company named Nessa Engineering Experts, LLC in October 2008 whose main function was to provide OSHA/safety related services, training and also engineering consulting services to industry. Mr. Garcia has gained vast experience in gasification and pyrolysis of tires, bagasse, wood, and other biomasses for the production of energy, steam, hydrogen, syngas, and ammonia.

In 1972 Mr. Garcia received my B.Sc. degree in Chemical Engineering from New Mexico State University, located in Las Cruces, New Mexico, United States and currently hold a Professional Engineering (P.E.) license from the state of Texas. Over the course of his career he received additional training in engineering, simulation software, and Process Safety Management (PSM) and OSHA/EPA requirements.
